Always at USB 2 speeds
Description
Please describe the issue and what steps we can take to reproduce it:
When using Apple Configurator 2 to restore in DFU mode over USB, restore speeds are USB 2 speeds. Apple Configurator 2 can be used to restore multiple Macs using a USB 3 hub, but Macs in DFU mode negotiate in USB 2 speeds rather than USB 3 speeds.
To replicate:
1. Install Apple Configurator 2 on a Mac. Plug the DFU USB port to a port on a USB 3 port of a USB 3 hub.
2. Put 5 Apple Silicon Macs into DFU mode using the DFU key presses and attach each Mac's DFU port to a port on the USB 3 hub.
3. Use Apple Configurator 2 to restore all 5 Macs at once using DFU restore.
Expected result: The time to restore should be about USB 3 speeds / the number of Macs.
What actually happened: The time to restore was USB 2 speed / number of Macs.
Using a USB 3 hub diagnostic tool, the hub reported that the downstream ports were negotiated at USB 2 speeds.
