macOS Recovery systems with macOS 10.15 or earlier

Overview of Issue
In the macOS Recovery system, if the reinstall version is macOS 10.15 (Catalina) or earlier, installing macOS 14 (Sonoma) fails. MDS workflows show the Return Code 2 Error when trying to update.
Cause of Issue
It appears that the Sequoia installer has a dependency related to networking / TLS that is causing the failure. Recovery partitions that have macOS 11 or later do not have this error, so it is likely that the dependency is met with these later versions of recovery. Starting the Sequoia installer booted in macOS 10.15 or earlier does not fail.
Workarounds
Update in macOS Recovery Systems
Install macOS 11 (Big Sur) in macOS Recovery and then macOS 14 or later installer to update an older Recovery system.
Update in macOS
Reinstall the current macOS version from the Recovery system, log into the OS, and go to System Settings > General > Software Updates
. This installs the latest macOS compatible with software updates.
